The
pulse line of the whole movie being that authority and responsibility
need not go hand in hand always. You don't have to be in
authority to shoulder the responsibilities of the nation
or the society you live in, all you need is a lot of courage
and sacrifice. Vikram is an aspiring police officer who
has cleared his selection examination. Vikram smashes the
face of Ashish another police officer who harasses his sweetheart
Laila, in a fight. Nasser, another police officer is his
mentor. Nasser is counting on Vikram to arrest another anti-social
element Adhi who has ruined Nasser's family and his career.
So he pleads with Vikram not to lose his patience. Meanwhile
Ashish tries to jeopardize Vikram's selection process to
become a police officer and makes the police believe that
he is a terrorist. Now the government and the police are
also after Vikram, how Vikram takes the responsibility to
clear his name and expose the criminals even before he steps
into a position of authority, forms the rest of 'Dhil'.
